Project summary

The Regional Police Cooperation and Integrity Building Programme (PCIB) contributes to the security of the Western Balkans, its people and the wider European security space, withing a framework of democratic governance, rule of law and respect for human rights and aligned with the Euro-Atlantic integration process

Law enforcement agencies in the Western Balkans enhance regional cross-border cooperation to effectively prevent, detect and fight organized crime, curb corruption and build institutional integrity in line with modern policing principles and European best practices.

Although the main focus of the programme is on strengthening regional law enforcement cooperation in the fight against organised cross-border crime and corruption, gender equality and women’s rights, human rights, integrity building, Euro-Atlantic integration and environment is also being addressed through the entire programme.

 

Project objectives

PCIB contributes to building strategic and operational capacities to prevent, detect and fight cross-border organized crime and assists the beneficiaries in implementing strategic and operational measures to effectively tackle corruption and to build police integrity in line with internationally recognized standards.

 

PCIB targets the Western Balkans countries aspiring to become members of EU and NATO. The main objective of PCIB is to enhance regional cooperation and strengthen good governance and rule of law and key capacities withing law enforcement departments in the fight against national and transnational cross-border organised crime and corruption. The PCIB aims to harmonise regional law enforcement standards with the EU acquis and best practices, aiding in the fulfilment of EU membership conditions as well as enhancing the security of WB countries and their people within a framework of democratic governance, rule of law and respect for human rights.

 

 

Project activities

The objectives of PCIB are being achieved by complementary interventions at the political, strategic and operational levels. PCIB will contribute to four operational priority areas related to the fight against:

 

  1.      Trafficking in human beings and smuggling along the Balkan route.
  2.      Illicit Trafficking of Cultural Goods (ITCG).
  3.      Travel documents forgery.
  4.      Mobile organised crime groups.

 

Concrete mechanisms are being put in place to guarantee effective exchange of information on both the strategic and operational levels (i.e. organising joint trainings and implementing joint operations).

 

Target groups

The intended target groups are border police, customs and investigation departments, anti-corruption and internal control departments and respective law enforcement and training institutions from Western Balkan countries.

 

Added value

-      Improved security perception in the Western Balkan region and Europe in general.

-      Positive perception of safety in the Western Balkan region and wider Europe.

-      Countries in the Western Balkans moving further towards European Union (EU) integration.

-      Law enforcement agencies in the Western Balkan region recognized as modern and democratic in line with European best practices.

-      Effective cross-border cooperation among law enforcement agencies of the Western Balkan region and with other SEE countries.
