EU-supported project: Developing E-Learning Modules on Cross-Border Police Cooperation Tools for Police Education

Project Summary
The project will contribute to a more efficient operational cooperation between the EU and its neighbouring Southeast European region by promoting the use of modern cross-border operational tools. As such, it will contribute to the development of police education and training in the area of cross-border police cooperation, based on EU MS expertise in police education and cross-border policing, sharing experience and utilizing best practices with the use of the established CEPOL methodology for ICT learning.
The project results will also contribute to an efficient implementation of the Police Cooperation Convention for Southeast Europe (PCC SEE Convention), enabling the use of cross-border police cooperation tools between by EU Member States and the SEE countries. Next to improving operational cooperation based on EU standards – a key meaning to EU internal security – a harmonised training on all operational tools the PCC SEE provides, based on commonly agreed curricula, is also one of the key priorities endorsed by the PCC SEE Committee of Ministers. Therefore, in addition to EU MS, the project results will also be applicable to (aspiring) Candidate Countries for EU membership in the SEE region, contributing to a more efficient operational cooperation between the EU and the region.
Project Objectives:
- to develop E-Learning study modules for three respective thematic areas of cross-border policing "Hot Pursuit", "Mixed Patrols", and "Data and Information Exchange";
- to contribute to the development of police education and training in the area of cross-border operational police cooperation, based on the expertise of EU Member States, Cepol and Europol;
- to enable the exchange of expertise, experience and knowledge among the experts of the EU Member States and relevant agencies resulting in efficient study modules, which do not yet exist or exist only partially at EU level;
- to promote the well-established E-Learning tools at EU level, together with Cepol methodology and the E-Learning ICT application;
- to narrow the gap between learning and doing by increasing the added value provided by the EU and national police education and training institutions to a more efficient cross-border police cooperation in the EU and wider;
- to contribute to an efficient cooperation and mutual understanding among EU police officers and to a common European police culture.
Project Activities
The project activities are set as a sequence corresponding with the development of modules. They consist of the following:
- an opening conference;
- presentation at the PCC SEE Committee of Ministers;
- three separate workshops held for the three respective project teams together with Cepol, Europol and project leader, focusing on the structure and content of the respective modules;
- preparation phase and elaboration of the respective modules;
- presentation of the interim results at the PCC SEE Committee of Ministers;
- an interim meeting to overview and exchange the prepared materials;
- training on the use of ICT tools and transfer into digital form phase/scripting of the modules;
- an interim meeting to present, demonstrate and estimate the products in E-Learning format;
- cross-checking phase;
- concluding seminar, product demonstration and way forward.
Target Groups
The target groups are the EU-level and Member State-level authorities responsible for education and training of law enforcement officers and the law enforcement officers of the EU Member States receiving training and education in the area of cross-border police cooperation.
Added Value at EU Level and wider
In current complex and globalized society effective policing is no longer possible without recognizing the cross-border context. This project aims to develop E-Learning modules for police education and training in the area of contemporary cross-border police cooperation tools.
As regards the geographical perspective and wide applicability, the project will also contribute to the promotion and a more efficient use of cross-border police cooperation tools among the EU MS. Next to that, the EU MS participating in the project are also PCC SEE Contracting Parties, which includes Southeast European EU Candidate and prospective Candidate countries. Utilizing the PCC SEE as the legal basis for operational cooperation among them, this knowledge will – as part of the PCC SEE implementation process – be transferred to SEE countries and will thus help to improve the overall mutual trust and cooperation.
