Kranjska Gora, Slovenia – Regional Workshop on Risk Analysis together with Expert-level Regional Meeting for Annual Risk Assessments in the Area of Illicit Trafficking of Cultural Goods took place under the auspices of the DCAF Border Security Programme from 11 to 13 November 2019.
The Workshop on Regional Risk Analysis brought together national experts from competent services of (border) police working in the field of data analysis and engage them in development of a regional risk analysis as well as the representatives of DCAF, Europol and Frontex.
The Workshop followed the established practice by presenting the national relevant data and risk analysis products in order to develop the joint regional risk analysis from which outcomes and recommendations will be used at the Meeting of Facilitation on Common and Coordinated Measures in the Western Balkan Region to be held 25-27 November 2019.
Participants reviewed national data provided during the last Risk analyses workshop and outlined changes in occurrences of specific form of cross-border crime. Updated data inputs were collected from each country concerning the following risk factors: Illegal migrations, human smuggling, falsified documents, drugs smuggling, weapons smuggling, smuggling of cigarettes, tobacco, textile, and other goods, livestock smuggling and Illicit Trafficking of Cultural Goods (ITCG).
Based on the reviews of national data, participants proposed possible geographical areas for the execution of common and coordinated operations in 2020.
All participants agreed that irregular migrations were still the biggest security threat and emphasises the importance of engaging cultural mediators to identify origin of illegal migrants.
Importance of building national databases in order to perform data analysis and contribute decision making on operational and strategic level has been emphasised.
Participants recognized the importance of the ITCG, and they welcomed an operation that would help enhancement of national capacities in dealing with the ITCG phenomenon.
Importance of regional cooperation and information exchange on ITCG has been highlighted.
The Regional Risk Analysis Workshop was organised within the framework of a project granted by the GIZ.
In order to best achieve the overall aim of the events, the activity was organised together with Expert-level Regional Meeting for Annual Risk Assessments in the Area of Illicit Trafficking of Cultural Goods, within the framework of a project granted by Royal Norwegian Government.
