Project summary

The project efficiently Improved skills and knowledge of beneficiaries on specific topics arising on short notice from practical cooperation and joint investigations.

Besides the strategic level coordination meetings and coordinative and information exchange activities, the DCAF Ljubljana conducted the activities directed at improvement of capacities of beneficiaries for countering various occurring forms of serious and organised crime, which included: training and practical exercises on common operational measures; risk-analysis (regional risk analysis workshops and workshops on planning common and coordinated operational measures); train-the-trainers training courses; and workshop and training on illicit trafficking of cultural goods.

 

Project objectives

The aim of the project isto raise the effectiveness and cooperation among regional and national capacities in tackling occurring forms of Serious and Organised Crime that had been impacting the Western Balkans region and Europe as a whole, including the recovery of illegal financial gains obtained through diverse types of cross-border crime and the fight against illegal migrant smuggling.

 

Project activities

Area of intervention III: Small scale practical training.

Result 4: Improved skills and knowledge of beneficiaries on specific topics arising on short notice from practical cooperation and joint investigations.

In order to contribute to this result the DCAF Ljubljana implemented its own activities specifically on development of capacities through various training activities, strengthening of regional cooperation with regards to joint operations and education and training capacities to improve border security.

The GIZ financed/supported the activities of the DCAF Ljubljana in the two following strands:

  • Strand I: IISG coordination activities.
  • Strand II: Activities within the WBBSi.
  • Strand III: Activities within the WBCSCi.

 

The GIZ financed/supported the activities of the DCAF Ljubljana on the improvement of capacities of beneficiaries in two main categories:

1. Activities directed at strategic guidance and improvement of efforts in coordination and harmonisation of activities in addressing the needs of beneficiaries.

The activities under this pillar consist of:

  • Coordinative and information exchange activities.
  • Strategic level coordination meetings.

2. Activities directed at improvement of capacities of beneficiaries in addressing the challenges arising from various occurring forms of serious and organised crime, including the fight against illegal migrant smuggling:

  1. Training and practical exercises on common operational measures.
  2. Risk-analysis.
  3. Train-the-Trainers training courses.
  4. Workshop and training on illicit trafficking of cultural goods.
  5. Meetings of network of police education and training institutions.

 

Target groups

The activities of the project foresaw the participation from relevant law enforcement professionals and experts, education and training professionals in the border security sector and  institutions responsible for police education and training, with the aim of strengthening mutual assistance, exchange of best practices and pursuing common interests related to education and training of (border) police officers from the Western Balkan region.

 

Added value

The project contributed to the raising of efficiency of border management authorities in Southeast Europe and fostered mutual cooperation to successfully mitigate modern and occurring security threats to regional and European border integrity.

In addition, the project contributed to raising awareness and developing professional capacities in countering various forms of serious and organised (cross-border) crime.

The project encouraged strengthening of mutual assistance, exchange of best practices in border police education and training and pursuing common interests related to education and training of border police officers.
